Per-actor behavioural fingerprints (regions, drone systems, TTP repertoire) joined with composite threat scores. Rank emphasises undefended_exposure — TTPs an actor uses AND for which defensive procurement signal is weak. Reads actor_fingerprints.json + threat_scores.json.
